The Experience Sharing Conference on Work Safety by Leaders from Enterprises under Guangzhou SASAC (State-owned Assets Supervision and Administration Committee) was held in the White Horse Clothing Market on May 21, 2019. Chen Haotian, the Communist Party Secretary and Director of SASAC attended the Conference and delivered a speech. Qin Haining, Deputy Director of SASAC presided over the Conference. More than 200 people attended the Conference, including persons in charge of the enterprises, leaders in charge of work safety, persons in charge of work safety  departments or property management departments of 33 enterprises which are under supervision of Guangzhou SASAC, as well as persons in charge of specialized markets, large-scale shopping malls, and real property rental.

On the Conference, the person in charge of White Horse Company introduced the White Horse Clothing Market at five perspectives of human resource, facilities, substance, law, and environmental protection. Based on six work safety policies (including the Safety Production Responsibility Policy, the Education and Training Policy, the Site Safety Management Policy, the Occupational Health Policy, the Safety Input Policy, and the Emergency Management Policy) and five safety management aspects (covering stores, facilities, catering, decoration and construction, and emergency response), the White Horse Company has been creating a special work safety management mode by promoting enterprise safety standardized management, establishment and improvement the safety production management system, and strengthening the "five implementation, five in place" work safety responsibility system. The person in charge of Yuexiu Business Investment shared its experience on safety management in the conference by four points: Firstly, to increase investment and constantly improve the inherent safety of equipment and facilities. The safety investment in White Horse Clothing Market has reached 130 million yuan since 2005, and the safety facilities have been comprehensively upgraded. Secondly, to draw a red line, completely implement the safety work management system in all aspects, and carry out delicacy management. Thirdly, to establish a wide range of safety management alliances by mobilizing merchants, surrounding markets, government and outsourcing parties so as to realize mass prevention, mass governance and joint management of work safety. Fourthly, to foster a sound safety culture and practice the safety concept and culture.

Director Chen hailed the work safety management mode of the White Horse Clothing Market and pointed out that the safety management experience of the White Horse Clothing Market came from practice and turned out good. Director Chen urged other entities to take this for reference, learn from each other after comparison,  compete and help each other to achieve better progress. Other entities should turn the experience of White Horse Clothing Market into its own experience to realize development in safety, and as state-owned enterprises to ensure the work safety control in Guangzhou stable. Director Chen put forward three requirements for the work safety of Guangzhou state-owned enterprises: Firstly, to resolutely implement the important instructions of the superior and earnestly enhance the sense of responsibility and urgency on work safety. We should fully understand the importance of safety work and emergency management and put the people in the first place from the perspective of politics and the overall situation. We should enhance the quality of work safety and our political standing to do good in work safety. Secondly, to highlight key industries and fields and pay close attention to the investigation and management of safety hazards. We should focus on key industries and fields that are of frequent occurrence of accidents, and intensify efforts to identify major risks, remove them, and prevent serious accidents from happening. Thirdly, to implement work safety responsibility and constantly strengthen safety precautions. Enterprise leaders at all levels should work together to carry out safety work management through various measure such as perfecting the safety management systems, strengthening safety inspection, increasing investment, and offering training and so on. The work safety responsibility system should be implemented completely.

After the Conference, Guangzhou SASAC leaders carried out field investigation in the Security Monitoring Center in the White Horse Building, representative business areas, micro fire station and other key safety management areas to further check the safety measures carried out by the White Horse Clothing Market.
